The AAP process should take about three to four weeks from initiation with the parties to completion of the AAP Conference Agreement. Add up to approximately 30 days if community service is employed as a form of repair.

- RJ Facilitators no longer need to wait for JDR to pay the invoice for their case; stipends shall be paid at the next billing cycle following case closure.
NVMS/JDRDC/NCS AAP FACILITATORS
B1. Procedures for AAP Case Management & Virtual Conferencing
Roles/Responsibilities and step-by-step process guide for patrol referred AAP cases. Traditional case management has been adapted to the virtual environment (email, text, Zoom, electronic forms, etc.) with options for handling documentation, signatures and acknowledgments where access to technology is limited.

Document to share with parties to help them prepare for conferences.
C. AAP Case Management Forms #1-14. All case relevant forms should be completed as instructed and sent by the Facilitator to the NVMS AAP Liaison for processing.
#1 Patrol Referral Form
FYI ONLY – This form is sent from the J&DR liaison to the NVMS AAP Liaison who then assigns/sends to the facilitator(s) to initiate the case.
#2 Consent to Participate Form – Fillable for Online Facilitation
This form is be shared by Facilitator with parents/guardians of each juvenile offender to gain signatures/acceptance of terms before or at the pre-conference to permit their juvenile to participate in the AAP process.
#3 Demographic Information – Fillable for Online Facilitation
This form should be sent by Facilitator to parents/guardians of each juvenile offender to complete program census data for the Fairfax County Community Funding Pool.
#4. Juvenile Court Record
This is Informational only – to be provided to parents/guardians to explain that juveniles will not be formally charged with a crime if they complete the requirements of the AAP. Typically, the Facilitator need only verbally share this information.
#5. Participation Agreement – Fillable for Online Facilitation
To be sent by the Facilitator to ALL parties to gain signatures/acceptance of terms to participate in the conference prior to/at the commencement of the conference.
#6. Conference Agreement – Fillable for Online Facilitation
To be completed by the Facilitator according to the agreements made between the Victim and the Juvenile Offender(s). Draft document is shared it with all parties to verify its accuracy and sign/accept terms.
#7. Community Service – Fillable for Online Facilitation
If community service is a agreed to as a form of repair in the Conference Agreement, this form should be used to define the service and returned to the Facilitator with appropriate signatures once the commitment has been satisfied.
#8. Conference Evaluation – Fillable for Online Facilitation
To be sent by Facilitator to ALL Parties at the end of the conference to gather feedback for continuous improvement.
#9. Compliance Certification – Fillable for Online Facilitation
To be completed by the Facilitator and sent to NVMS Liaison to inform the patrol and J&DR whether or not the juvenile satisfied the terms of the Conference Agreement.
#10. Mentee Feedback Summary
To be completed by Mentor to share post-conference feedback and recommendations with Mentee.
#11. Notice to Parents – Scripting
This messaging can be used as a phone script or (if not reachable) as an email template by the Facilitator to initiate the case with the parent/guardian and verify if the case should go forward.
#12. Notice to Victims – Scripting
This messaging can be used as a phone script or (if not reachable) as an email template by the Facilitator to initiate the case with the Victim and verify if they will participate.
#13. Interpreter Services – Fillable for Online Facilitation
To be submitted by the Facilitator to NVMS Liaison at least 48 hours in advance of the date of service needed (or longer if language needed is NOT Spanish). At the completion of the service, the Facilitator shall add the evaluation data to the form and send it again to the NVMS Liaison.
Attention NVMS Liaison: Additional Interpreter Form to be completed and sent to JDR for receipt of VIP Services.
#14. AAP Case Summary Form – Fillable for Online Facilitation
To be competed by Facilitator at the close of the case to summarize events and submit stipend request.
Suggested Scripting/email Messaging to Parent/Guardian of Juvenile Offender prior to AAP Conference
